DIPLOMACY TRAINING PROGRAM

Building the capacity of the Asia-Pacific Human Rights Movements since 1989

The next contribution to our series on the human rights and environmental impacts of corporate and government practices on the seas and oceans is the advisory opinion of the International Tribunal for the Law of the Sea (ITLOS) delivered in May 2024. Responding to a request from the Commission of Small Island States on Climate Change and International Law, the Tribunal found that greenhouse gas emissions absorbed by the ocean amount to marine pollution under the Convention on the Law of the Sea, and that states are under a strict duty to prevent, reduce and control it in order to protect and preserve the marine environment. DTP’s 2025 Annual Report is available here.  In 2025, DTP provided training to 186 human rights defenders across eight programs in Asia and the Pacific.  We know from our alumni the value of this training, and we see it in their decades-long work for human rights across Asia and the Pacific.

Candra is a lawyer, social justice activist, and human rights defender.  She is a Senior Partner at Namu Law Firm and Public Interest Law Office and Program Director at Bumi Setara.

“Through DTP I connected with so many activists from Indonesia and other places. I remain in contact with many Indonesian Alumni. When I moved to Bangkok, another fellow DTP alumnus from Indonesia who participated in a DTP training in the early 2000s helped me to find a place. This connection is very, very meaningful to me.”

Yuyun Wahyuningrum

ASEAN

Yuyun Wahyuningrum discusses the rise of Strategic Lawsuits Against Public Participation (SLAPPs) used to intimidate environmental defenders across Southeast Asia. She argues that Indonesia's anti-SLAPP legal framework looks strong on paper but has failed defenders in practice, citing recent cases of arrest, intimidation and online harassment against activists opposing mining and land-clearing projects.

Pranom Somwong of Protection International writes urgently on the case of Oranuch Phonphinyoo, a labour rights defender facing criminal defamation charges in what Protection International has identified as a SLAPP case. She is calling for diplomatic trial monitoring, public statements affirming Thailand's human rights defender obligations, and emergency legal and financial support.

MIGRANT WORKERS

Sudheer Thirunilath shares a report on "Connecting People – 7th Edition," the Pravasi Legal Cell Bahrain Chapter's recent legal awareness event, which brought together Bahraini government authorities, embassy representatives, IOM, legal experts, and expatriate community members. Sessions covered labour rights, residency regulations, social insurance, and work injury compensation.

Rejimon Kuttappan

MIGRANT WORKERS

Rejimon Kuttappan reports on the alleged forced labour of Indian workers building a new US consulate in Milan, with Italian prosecutors investigating the contractor and a manager after finding wages averaging around €2 an hour once housing and meal deductions were applied. The investigation comes just days after India and Italy jointly pledged to combat labour exploitation and irregular migration.

Jam shares a submission by Fortify Rights ahead of Thailand's fourth Universal Periodic Review in November 2026. The submission documents arbitrary detention, torture, and forced returns of refugees, including Rohingya and Uyghur refugees, and calls on Thailand to end refoulement and strengthen its National Screening Mechanism.                                                                                                                          .

AUSTRALIA/TRANSNATIONAL REPRESSION

Yuyun argues that transnational repression is reaching Australian shores, with diaspora communities including Uyghur, Tibetan, Cambodian and Vietnamese Australians reporting intimidation and surveillance linked to foreign governments. She suggests that silencing exiled activists and journalists removes an early warning system against mass atrocities.

Child Rights Training Flyer

Diaspora Child Rights Training: Understanding the UN Convention on the Rights of the Child

AUSTRALIA This training, in partnership with STARTTS and new partner, The Bill Crews Foundation, will take place on 26 June 2026 in NSW Parliament House. There will be 40 participants, including refugee and migrant community leaders. Sessions will be led by Louisa of UNICEF Australia. The training was heavily oversubscribed, reflecting the high level of interest in this human rights topic.

Regional Consultation on Indigenous Peoples' Rights Capacity Building

THAILAND Held in partnership with the Asia Indigenous Peoples' Pact in Chiang Mai, Thailand from 25-27 June 2026. This consultation will bring together representatives of Indigenous Peoples organisations and networks from across Asia to reflect on over 20 years of DTP's capacity-building programs, and to set future directions for DTP's Indigenous People's programs.

2026: HUMAN RIGHTS AND CONTEMPORARY CHALLENGES IN INDONESIA, AN INDONESIAN DIASPORA FORUM

UNSW Sydney, Australia, 18 June 2026: Held in collaboration with Gerakan Sydney Untuk Bersuara (GUSAR). The event featured Saurlin Siagian (Commissioner of KomnasHAM), Herlambang P. Wiratraman (Lecturer at the Faculty of Law, Universitas Gadijah Mada), and Gita Putri Damayana.  Drawing on their respective areas of expertise, the speakers examined the challenges facing democratic governance, civic participation, and human rights protection in contemporary Indonesia. 2026: BUSINESS AND HUMAN RIGHTS, THE OECD GUIDELINES, AND NATIONAL CONTACT POINTS

Jakarta, Indonesia, 8-12 May 2026: Held in partnership with INFID and the Norwegian Centre for Human Rights. Twenty-six participants from across Indonesia gathered in Jakarta to share experiences of business impacts on human rights and the environment, with a focus on the potential of the OECD Guidelines for Responsible Business Conduct to bring critical change and accountability. 2026: SPECIAL ROUNDTABLE DISCUSSION ON CHILD RIGHTS AND DIGITAL RIGHTS, WITH DR VICTOR KARUNAN

DTP was pleased to host eminent human rights activist Victor Karunan in late April. Victor shared with us “The Youth Charter: Advancing the 2030 Global Development Agenda”, the outcome of a meeting of more than 170 young delegates representing over 45 countries convened in Malaysia for the Future Action Summit in November.  READ MORE

2026: HUMAN RIGHTS, CLIMATE CHANGE AND BUSINESS IN THE PACIFIC 

Suva, Fiji, 23-27 March, 2026 in partnership with PIANGO, FCOSS and OHCHR-PRO. The UN Special Rapporteur on the Right to Development, Professor Surya Deva, was the lead trainer on the program, which hosted 23 participants from 10 countries, including DTP's first-ever participants from Palau and Niue. The program was opened by the Honourable Filimoni Vosarogo, Fiji’s Minister for Lands and Mineral Resources, Regional Pacific Representative of the OHCHR Heike Alefsen, and Emeline Siale Ilolahia, Executive Director of PIANGO. 2025: HUMAN RIGHTS DAY WORKSHOP ON ENGAGING WITH UN ANTI-TORTURE MECHANISMS

Sydney, Australia, 10 December, in partnership with STARTTS and the Whitlam Institute. Nineteen refugee and migrant community leaders participated in a capacity-building workshop lead by Steven Caruana on Human Rights Day. Read the program report here.

2025: PACIFIC VOICES FOR CLIMATE CHANGE

Australia - November 12 - December 3, 2025 in partnership with PIANGO. 15 climate advocates from seven Pacific countries participated in this intense knowledge exchange and capacity building program. They met with academics, climate experts, parliamentarians, government officials and civil society. Australia's Assistant Minister for Foreign Affairs, the Hon Matt Thistlethwaite MP was special guest speaker at the Closing Reception hosted by DTP’s Chair, Michael do Rozario at Corrs Chambers Westgarth. INDIA/KASHMIR Nearly 100 human rights organisations, including FORUM-ASIA, Amnesty International and Human Rights Watch, issue a joint statement calling for the immediate release of human rights defender Khurram Parvez, arbitrarily detained in India for over four and a half years despite a UN finding that his detention is unlawful. ASEAN Parliamentarians for Human Rights

MYANMAR/ASEAN ASEAN Parliamentarians for Human Rights welcomes the ASEAN Special Envoy's intention to meet with Myanmar's ethnic resistance organisations, calling it a potentially meaningful step toward inclusive dialogue under the Five-Point Consensus. APHR urges that any engagement be transparent and rights-based, and that ASEAN resist pressure to normalise relations with the military junta. READ MORE

PHILIPPINES Asia Democracy Chronicles reports on the surge in mining conflicts across the Philippines, as the global race for "transition minerals" like nickel, cobalt and copper meets sustained community resistance. Advocates warn that geopolitical deals are accelerating extraction with little regard for the communities whose ancestral lands hold over half of the country's mineral reserves. READ MORE

WEST PAPUA Human Rights Monitor reports that more than 122,931 civilians remain internally displaced across West Papua as of early June 2026 due to ongoing military operations and armed conflict, with the government failing to mount an adequate humanitarian response. READ MORE
