DIPLOMACY TRAINING PROGRAM

Building the capacity of the Asia-Pacific Human Rights Movements since 1990

The next contribution to our series on the human rights impacts of corporate and government practices on the seas and oceans links to a blog entry, “Is Deep-Seabed Mining Compatible with the Human Right to a Healthy Environment?” This is a response to advisory opinions on climate change from the International Tribunal for the Law of the Sea on Climate Change, the International Court of Justice, and the Inter-American Court of Human Rights. The authors point to the tendency to treat human rights as a peripheral issue, whereas the AOs should be intrinsically linked to the human right to a clean, healthy and sustainable environment. Vale Theo van Boven

DTP joins human rights advocates worldwide in mourning the death on May 9th of Theo van Boven, at the age of 92. As a leader among the generation that built the UN human rights system, and developed understanding of human rights and worked tirelessly for their implementation Theo van Boven received multiple human rights awards, served as a UN Special Rapporteur, and was the co-author of the 'Basic Principles and Guidelines on the Right to a Remedy and Reparation for Victims of Gross Violations of International Human Rights Law and Serious Violations of International Humanitarian Law’ - the Boven/Bassiouni Principles.

DTP’s 2025 Annual Report is available here.  In 2025, DTP provided training to 186 human rights defenders across eight programs in Asia and the Pacific.  We know from our alumni the value of this training, and we see it in their work over decades.

Basim Shamaon

Basim came to Australia as a refugee and is a respected leader and advocate. Living in Sydney, he is Chair of the Refugee Support Network (RSN) for New South Wales (NSW) and the Australian Capital Territory (ACT).

“Such collaborative training initiatives for refugee and diaspora communities in NSW not only get us together but also raises awareness about critical human rights issues. This type of training enables us to learn new knowledge and helps us to connect with other community leaders. Such training makes a huge difference in the community.”

Special Report: DTP Alumni on Screen

Three DTP alumni have made their mark on the international film circuit this year, with their work screened at prestigious festivals including the Sydney Film Festival, the Venice International Film Festival, and the International Oceanian Documentary Film Festival. 

Their films span human rights, environmental justice, and community storytelling. It is a powerful reminder that the skills and confidence alumni develop through DTP find expression in many forms, including cinema and documentary film.

Sukundimi Walks Before Me Poster

Sukundimi Walks Before Me

Selected for the Sydney Film Festival and the International Oceanian Documentary Film Festival, Sukundimi Walks Before Me was produced by DTP alumnus Emmanuel Peni. The film centres on PNG's Sepik River, the lifeblood of the Indigenous people and the ecosystems they are part of, and documents the resistance of Sepik communities to a proposed gold-copper mine that threatens their survival.

Lost Land

Sujauddin Karimuddin was involved in the highly acclaimed film, Lost Land.  Selected for the Sydney Film Festival and winner of numerous film awards including the Special Jury Prize at the Venice International Film Festival, Lost Land is the first Rohingya-language feature film. Highlighting the genocide experienced by Myanmar's Rohingyas, it follows two young siblings on a perilous journey from Myanmar to Malaysia to seek safety and reunite with their scattered family.

Pesta Babi

Produced by DTP alumnus Victor Mambor, Pesta Babi highlights the massive scale of land clearing in West Papua for agribusiness projects, including sugarcane plantations for bioethanol. The documentary features Indigenous Papuan voices opposing these developments, emphasising their desire to preserve their natural environment, clean rivers, traditional cultures and food sources.

Nukhila Evanty

INDONESIA

Nukila Evanty shares her account, “Infringing Land Rights and Restricted Livestock Mobility” in which she argues that land grabbing in the name of conservation and eco-tourism threatens the existence of Indigenous communities, particularly farmers and livestock breeders. She also spoke at the webinar Pastoralists and Pastoralism at a Crossroads, hosted by the Grassroots Institute as part of the International Year of Rangelands and Pastoralists.

INDONESIA/OECD

DTP Indonesia alumna Syafira Khairani shares this Joint Statement by DTP alumni from the recent BHR/OECD training in Indonesia.  Program alumni have formed a loose coalition on BHR issues and the OECD as Indonesia proceeds with its accession to the OECD.

Paul Belisario shares calls to shut down the proposed joint venture between the USA and Philippines to establish an Economic Security Zone called Pax Silica, that will threaten the displacement and loss of livelihood for local farming communities and the Indigenous Aeta people

Nukila Evanty

AUSTRALIA

Sue-Anne Hunter, the inaugural National Commissioner for Aboriginal and Torres Strait Islander Children and Young People, was the keynote speaker at Our Children Deserve Better, a UNSW event exploring the experiences of Indigenous children in Australia.  She was joined in conversation by Isabella Higgins, host of ABC News' AM radio program.

William Gois

TIMOR-LESTE

Celestino Gusmão Pereira and La'o Hamutuk have filed a submission to Commission A of the National Parliament regarding proposed amendments to Timor-Leste's Penal Code.  While La'o Hamutuk support some proposed changes, it holds significant concerns for proposals to criminalise defamation, which may undermine freedom of expression, press freedom, and democratic accountability.

MALAYSIA

Bina Ramanand shares her article on the difficulties faced by non-Malaysian spouses during the global fuel crisis, highlighting that households with non-Malaysian parents raising Malaysian children face disproportionate and unaffordable fuel costs due to their non-citizen status.

MIGRANT WORKERS

Rejimon Kuttappan shares the intervention of William Gois, Coordinator of Migrant Form in Asia, who said "you cannot have the majority of us standing at the back of the room, with no voice and no possibility of interaction", at the UN International Migration Review Forum 2026, highlighting the many migrant representatives who were prevented from attending.

Bina Ramanand

MIGRANT WORKERS/FORCED LABOUR

Rizky from SBMI in Indonesia shares information from the United States IUU Fishing & Labour Rights Coalition, highlighting illegal, unreported, and unregulated fishing practices. Illegally sourced seafood imports, often involving forced labour, undercut legal fishery businesses. The Coalition calls for strengthened seafood traceability, blocking the import of illegal seafood, and advancements in workers' rights.

DECOLONISATION/NUCLEAR TESTING

Billy Wetewea shares details of an upcoming public lecture at which he is a guest speaker, hosted by the Pacific Network on Globalisation (PANG) and the University of the South Pacific. The lecture will examine the continuing legacies of colonisation and nuclear injustice in the Pacific, how these issues remain relevant today, and the role organisations play in advancing the goal of a decolonised, demilitarised, nuclearised, and decarbonised Pacific.

34th Annual Human Rights and People's Diplomacy Training Program

TIMOR-LESTE Held at the invitation of DTP founder and patron, President José Ramos-Horta from 23 August - 6 September 2026. A record 500+ applications received. Organised in partnership with Global Campus for Human Rights, Justice System Monitoring Project, and HRC, UNTL with AIPP, FORUM-ASIA, PIANGO, and MFA. Participant selection is underway.

Diaspora Child Rights Training: Understanding the UN Convention on the Rights of the Child

AUSTRALIA This training, in partnership with STARTTS and new partner, The Bill Crews Foundation, will take place on 26 June 2026 in NSW Parliament House. There will be 40 participants, including refugee and migrant community leaders. Sessions will be led by Louisa of UNICEF Australia. The training was heavily oversubscribed, reflecting the high level of interest in this human rights topic.

Regional Consultation on Indigenous Peoples' Rights Capacity Building

THAILAND Held in partnership with the Asia Indigenous Peoples' Pact in Chiang Mai, Thailand from 25-27 June 2026. This consultation will bring together representatives of Indigenous Peoples organisations and networks from across Asia to reflect on over 20 years of DTP's capacity-building programs, and to set future directions for DTP's Indigenous People's programs.

Recent Programs

2026: BUSINESS AND HUMAN RIGHTS, THE OECD GUIDELINES, AND NATIONAL CONTACT POINTS

Jakarta, Indonesia, 8-12 May 2026: Held in partnership with INFID and the Norwegian Centre for Human Rights. Twenty-six participants from across Indonesia gathered in Jakarta to share experiences of business impacts on human rights and the environment, with a focus on the potential of the OECD Guidelines for Responsible Business Conduct to bring critical change and accountability. 2026: SPECIAL ROUNDTABLE DISCUSSION ON CHILD RIGHTS AND DIGITAL RIGHTS, WITH DR VICTOR KARUNAN

DTP was pleased to host eminent human rights activist Victor Karunan in late April. Victor shared with us “The Youth Charter: Advancing the 2030 Global Development Agenda”, the outcome of a meeting of more than 170 young delegates representing over 45 countries convened in Malaysia for the Future Action Summit in November.  READ MORE

2026: HUMAN RIGHTS, CLIMATE CHANGE AND BUSINESS IN THE PACIFIC 

Suva, Fiji, 23-27 March, 2026 in partnership with PIANGO, FCOSS and OHCHR-PRO. The UN Special Rapporteur on the Right to Development, Professor Surya Deva, was the lead trainer on the program, which hosted 23 participants from 10 countries, including DTP's first-ever participants from Palau and Niue. The program was opened by the Honourable Filimoni Vosarogo, Fiji’s Minister for Lands and Mineral Resources, Regional Pacific Representative of the OHCHR Heike Alefsen, and Emeline Siale Ilolahia, Executive Director of PIANGO. 2025: HUMAN RIGHTS DAY WORKSHOP ON ENGAGING WITH UN ANTI-TORTURE MECHANISMS

Sydney, Australia, 10 December, in partnership with STARTTS and the Whitlam Institute. Nineteen refugee and migrant community leaders participated in a capacity-building workshop lead by Steven Caruana on Human Rights Day. Read the program report here.

2025: PACIFIC VOICES FOR CLIMATE CHANGE

Australia - November 12 - December 3, 2025 in partnership with PIANGO. 15 climate advocates from seven Pacific countries participated in this intense knowledge exchange and capacity building program. They met with academics, climate experts, parliamentarians, government officials and civil society. Australia's Assistant Minister for Foreign Affairs, the Hon Matt Thistlethwaite MP was special guest speaker at the Closing Reception hosted by DTP’s Chair, Michael do Rozario at Corrs Chambers Westgarth.
